A cada palo su propia vela

Esos problemas, algunos estructurales, vienen de mucho atrás y se agravaron en los últimos cuatro Gobiernos (dos del PLN y dos del PUSC), en los que se hicieron cosas buenas, otras regulares y algunas bastante malas.
Cada palo debe aguantar su propia vela y hacer su autocrítica. La historia es demasiado reciente para auto engañarnos.
Lo que sí es cierto es que este Gobierno PAC no estaba preparado para gobernar y que el aprendizaje le ha llevado dos años.
Ahora, a mitad de su mandato, la Casa Presidencial no tiene suficiente músculo político, ni opinión pública positiva, ni prensa favorable, para realizar las reformas de fondo que el país necesita con urgencia. La gente está muy molesta, el costo de la vida es altísimo y hay mucha inseguridad.
Como país sólo salimos adelante por la vía de negociaciones concretas entre la Casa Presidencial y las fuerzas políticas representadas en la Asamblea Legislativa. Ese es el único camino y obliga a Acuerdos Nacionales. La propuesta de Ottón Solís de un gobierno de unidad nacional es una utopía.
La Casa Presidencial y los principales partidos políticos (PLN, PUSC y PAC) y los que no han sido gobierno, como el ML, el FA y los evangélicos, tienen que nego - ciar. En la Asamblea Legislativa y en la Casa Presidencial, debe haber un cambio de actitud y reflejarse en acuerdos concretos y específicos.
Este debe ser un año de negociaciones y acuerdos, por los menos en dos puntos esenciales de la agenda nacional: en el tema fiscal y en materia de seguridad. De otra forma la bola le quedará al gobierno del 2018, pero con una situación mucho más crítica y deteriorada. Ojalá se pudiera negociar en más temas concretos y específicos de la agenda nacional.
En materia fiscal la Casa Presidencial y el Ministerio de Hacienda han puesto sobre la mesa sus propuestas de ley. El acuerdo debe ser integral o no será: ingresos tributarios y, a la vez, reforma en las pensiones de lujo y disminución y control de los disparadores del gasto público (los pluses).
En materia de seguridad hay una propuesta del PLN sobre la mesa. En la Comisión de Seguridad y Narcotráfico, se ha hecho un buen trabajo que se debe concluir en la próxima legislatura.
La elección del Directorio, el próximo 1 de mayo, reviste una gran importancia, lo mismo que la designación de los Jefes de Fracción y la integración de las Comisiones Legislativas. El país necesita parlamentarios con capacidad para negociar y hacer cosas positivas y buenas por Costa Rica.
Si esta Asamblea Legislativa no ha brillado por importantes resultados, la próxima legislatura es cuando los mejores y más capaces Diputados (as) deben marcar el ritmo y el tiempo de la vida parlamentaria, actuando con inteligencia, transparencia y patriotismo. Ojalá así lo entiendan la Casa Presidencial y las Fracciones Parlamentarias.
El tiempo político se acabó. Los ciudadanos queremos soluciones concretas a los problemas nacionales. |
